The short answer: Sumas Prairie and much of the Fraser Valley floor sit on deep, soft silt with a high seasonal water table, and parts of it lie on the bed of a lake that was drained in the 1920s. Building there is entirely doable, farms and homes have done it for a century, but it demands more from site prep: flood construction levels, engineered fill, serious drainage, and dry-season scheduling. Here is what the ground actually is, and what that means for your pad, driveway and budget.
What is the ground on Sumas Prairie actually made of?
Lake bottom and river deposit. Until the 1920s, Sumas Lake covered a large part of what is now eastern Abbotsford’s farmland; the lake was drained through a canal and pump system to create agricultural land, and the Barrowtown Pump Station still works around the clock to keep it dry. The soil left behind is deep, fine silt and clay, organic-rich in places, with almost none of the gravel structure that upland soils have.
For excavation purposes that means four things:
- It digs easily. Silt moves fast under a bucket; machine production is excellent in the dry season.
- It bears poorly when wet. Fine soils lose strength dramatically as moisture rises. The same ground that holds a loaded truck in August ruts under a pickup in December.
- It drains slowly. Water that lands on silt stays in silt. Natural drainage is measured in days and weeks, not hours.
- The water table is close. Wet-season excavations commonly find groundwater within a metre or two of surface, so deeper digs need pumping and timing.
The November 2021 atmospheric river flooding, which put large areas of Sumas Prairie under water, was a reminder of the elevation reality: parts of the prairie sit low relative to the rivers around it, and the province and city have studied flood mitigation extensively since. None of this makes the prairie unbuildable. It makes it ground you prep deliberately instead of casually.
How does site prep differ on the valley floor versus the uplands?
Almost every step gets heavier. The table below is the honest comparison we give customers who own both kinds of ground:

The elevation line deserves emphasis. In mapped floodplain areas, municipalities set flood construction levels (FCLs) that habitable floors must meet, and on low parcels the only way up is imported, compacted fill. That fill has to be clean, placed in lifts, and often engineered, which makes it one of the largest line items in a valley-floor build. It also intersects with the Agricultural Land Reserve: placing fill on ALR farmland is regulated by the Agricultural Land Commission, and depending on scope can require a notice of intent or an application before a single truck dumps. What does good drainage look like on flat, wet ground?
Deliberate, connected, and built before you need it. On the uplands, water mostly leaves by gravity if you grade correctly. On the prairie, gravity has little slope to work with, so drainage is engineered:
- Perimeter and yard ditches that actually connect to the municipal ditch and culvert network, cleaned and graded so water moves rather than stands.
- Culverts sized properly under driveways and crossings; an undersized culvert is a dam with a road on top.
- French drains around pads, yards and paddocks where open ditches are impractical.
- Pad elevation. Every building pad gets built proud of surrounding grade with fall away in all directions. On the prairie this rule is worth double.

What does this mean for a typical project budget and schedule?
Plan for more material movement and a tighter weather window than an upland build. Machine time itself is not the problem, silt digs fast. The budget pressure comes from imported fill to reach elevation, extra gravel structure under driveways and pads, and drainage scope that upland sites skip. Three moves de-risk a valley-floor project more than anything else:
- Dig test pits early. An hour of excavator time lets you, your engineer and your builder see the real soil and water table before design locks in.
- Confirm FCL and ALR requirements first. Both change your fill budget, and both are cheaper to learn about in the planning phase than after trucks are rolling.
- Schedule earthworks for summer. Then build the drainage as if winter is coming, because here it always is.
